While working on SERVER-84796 it was found that the time-series updates sent as part of this test use an unexpected branch when handling WCOS error resulting in TransactionRouter instance not present inside updateShardKeyForDocumentLegacy. This is only expected for non-transactions and in this case happens to be non-retryable timeseries write. More discussion present here
