Enable query stats metrics assertions for explain queries in sharded tests

      As part of SERVER-87634 a test was added with an assertion for execution time of an explain agg query. As of right now, a condition has to be made to skip the assertion in the sharded part of withQueryStatsEnabled since metrics are not being collected. Once they get collected the assertion should come out of the conditional statement to get that extra piece of coverage.
