In PM-3489, we disabled write_concern_majority_passthrough and cwrwc_wc_majority_passthrough because they are using wrong secondary read after majority write assumption.

We should evaluate if we can still get some value out of them if we make them to use causal consistency. If not, this ticket can fully remove these two passthroughs.
