Currently the sanitizer denylists (etc/*san.denylist) are not setup in Bazel. This isn't an issue right now since we don't have any targets that have compatibility issues with our sanitizers. As we add more third party targets, we're going to need to exclude certain targets from being sanitized.

Without this, certain targets (ex. icu4c) can't be converted to bazel.
