Ban `lookup_targeting.js` to run in `sharding_csrs_continuous_config_stepdown` suite

      This test (`lookup_targeting.js`) is failing consistently in waterfall, and we still haven’t agree on a fix to work on. See this comment.

      I propose banning this test to run in the affected suite `sharding_csrs_continuous_config_stepdown` until we commit SERVER-64128.
