Increase the priority of the `version_expansions_gen` task

      This task is a bottleneck in sys-perf patches and presumably in mongodb-mongo-master patches as well. It waits ~10 minutes until it gets scheduled (average, histogram).

      We should give this task a higher default priority to avoid this scheduling delay and hopefully make patches on average 10 minutes faster.
