We have a lot of comments in the code that describe legal/illegal state transitions but it would be nice to have a consolidated graph/diagram either in a header file (topology coordinator, repl coordinator impl) or in our Arch Guide.

Ideally we would show valid state transitions to each MemberState and the resources required to get there.
