Timebox `checkIfCollectionIsEmpty` in create collection coordinator

      There is currently no time limit on the find for checking if a collection is empty. Rather than hanging indefinitely in case of issues, it should be ok to make the operation fail and be retried.

      Doing so would mitigate a test-only issue observed in sanitizer variants: finds (or in general queries?) hanging apparently because sanitizers get stuck trying to allocate new memory.
