Use assert.soon in socket_disconnect_kills.js to get coredump on hangs

      On Windows, one of the checks in this test rarely gets stuck for 10+ seconds, triggering the test to fail. Writing the check as an assert.soon should let us collect a coredump when that happens, which might aid diagnosis.
