Remove -faligned-new=8 in SCons to match Bazel

      -faligned-new=8 was added to SCons as a global command line flag when porting over the new google tcmalloc. This was reverted on 8.0 due to an issue with x86, but it still remains on the master branch.

      This is causing confusion during perf analysis. Bazel and SCons global flags must remain entirely in sync during the lifetime of the migration.
