There is a rare issue on windows where the histogram in the  ConnectionPoolHistogramStats test is incorrect due to likely a scheduling delay. Since this test exists to verify that a histogram is being generated properly (as opposed to testing the delay on creating a db connection), we can just increase the window for valid histograms
