This is a more general ticket to double check that all calls to `serverGlobalParams.clusterRole` are supported by the embedded router (not only RouterServer as SERVER-87465).

The goal of this ticket is to make sure of that and to maybe add a lint rule about it, so no future checks can break the embedded router.
