The compile_upload_benchmarks_debug has started to inhibit development, because it creates a tarball too big for S3 to handle (see https://jira.mongodb.org/browse/SERVER-86426 for deeper discussion). Since it's blocking active development, we're going to disable it temporarily while we consider a better solution.

Note that, as a result, the debug symbols for benchmark binaries will not be available by default. An investigating engineer will have to re-create that information. We should audit/improve the docs for doing so as part of the disabling work.
