Problem: Fixing a fuzz seed doesn't guarantee that you get the same generated config string from different branches.

Goals:

• Produce a yml/text file that has the the config parameters produced by a fuzz seed
• Make the yml/text file on the Files tab of Evergreen
• Enable a flag to take in the yml/text file with config parameters
• Enable the resmokelib to override config parameters with the yml/text file with config parameters
• Add logging for the fuzz seed config
