There are tests that can't be executed in the suites with_config_transition because the test assumes the db primary shard for the databases will not change and instead the suite is performing movePrimary in the background.

In order to easily avoid running those class of tests in these suites I would suggest to introduced a assumes_db_primary_shard_stability test tag
