If there's a failure when running _shardsvrJoinMigrations during removeShard for transitionToDedicatedConfigsvr, we return a new error with an anonymous error code. It would be useful to return the same error to the client that _shardsvrJoinMigrations failed with, as it could let us retry (if it failed with a retryable error).
