change_stream_operation_metrics.js can fail when secondaries lag

      This test assumes a new change stream on the secondary node doesn't return anything. However, if the secondary is lagged, the write from the previous test case on the primary will be returned from this change stream.

      We should wait for the secondary to catch up first.
