setClusterParameter doesn't accept multiple parameters

      setClusterParameter is inconsistent with setParameter such that it doesn't accept multiple parameters.
      It would only process the first one and silently ignore the others.
      We should either allow multiple parameters or error out if multiple parameters are provided.
