The moveCollection command and transitionFromDedicatedConfigServer (addShard) command are not allowed to running the FCV is upgrading or downgrading (here and here). Also, there is no guarantee that a jstestfuzz test that runs setFCV to downgrade the cluster "last-lts" or "last-continuous" also later runs setFCV to upgrade the cluster back to "latest", which would be problematic on the 8.0 branch since moveCollection is not supported in FCV < 8.0.
