Pre-image full range truncate ignores timestamp eligibility

      If a nsUUID doesn't exist according to the collection catalog, and the truncate markers are "empty" (0 bytes and 0 current records), the entire nsUUID range of pre-images is truncated.

      This doesn't uphold the restriction that pre-images should only be truncated if they have a 'ts' < 'maxTSEligibleForTruncate'.
