Investigate if we need to set pauseMigrationsDuringMultiUpdates to true in concurrency suites

      Currently, the 'pauseMigrationsDuringMultiUpdates' cluster parameter is only set to true in the jscore suites with balancing (SERVER-89964, SERVER-89214, SERVER-89215). Unless we don't have concurrency workloads that run a multi update or delete command and asserts on the number of docs updated or deleted, we would also get BFs similar to BF-32726 and BF-33168 in the concurrency suites with balancing at some point.
