Add metrics to count number of user operations blocked on ShardRegistry refresh

      With reference to the investigation done for BF-32541, SERVER-90841 summarises a bug in ShardRegistry. We would like to add a ftdc metric to count the number of shard refreshes and also figure out how many ops are getting blocked behind an ongoing forced refresh.
