In SERVER-83233, we added a sys-perf variant to simulate an invisible sharding cluster (a single shard cluster with an embedded config server and colocated mongos processes to simulate mongos embedded in each mongod). 

BF-32541 present a failure in the variant mentioned above that is causing a timeout error due to replication lag on secondaries. As a point of comparison, PERF-5487 was created to add a variant with colocated mongos but now with a dedicated config server. For now, only add the failing workload "test_load_high_value". However, in the future, expand this variant to all the workloads run on shard-default-sharding.
