The linker flag "--symbol-ordering-file" was added to SCons for a significant performance improvement when linking mongod. Apply the same changes to Bazel. See https://jira.mongodb.org/browse/SERVER-90930 for more information

Until the entire mongod target is ported to Bazel, the presence or lack of presence in Bazel should have no affect on the build, since SCons will be performing the link until then.
