As per today, the feature flags test util is not fully resilient to errors caused by server nodes being shut down or killed: while ~~SERVER-89943~~ did address some of the problems, ShutdownInProgress exceptions due to a mongod process in quiesce state (example) can still be propagated to a running test, causing spurious failures.
