Remove tenant protocol from ValidatedTenancyScope

      As we have decided to stop supporting legacy tenant-prefixed namespace commands sent by Atlas Proxy, we do not need to support tenant prefix in protocol. 

      In this task, we will remove the tenant protocol from VTS. The related test code and server code will be changed.
