This is triggered by the select going down the wrong branch in https://github.com/10gen/mongo/blob/master/bazel/mongo_src_rules.bzl#L564 

It looks like we actually want to use the g++ binary to run clang tidy, https://github.com/10gen/mongo/blob/master/src/mongo/tools/mongo_tidy_checks/SConscript#L36 which complicates the fix
