Remove multiversion check in cluster_cardinality_parameter_interrupt.js when v9.0 becomes last-lts

      The "hangRemoveShardBeforeUpdatingClusterCardinalityParameter" failpoint in cluster_cardinality_parameter_interrupt.js was causing multiversion issues( BF-33358 ) because it was introduced in v8.1 and was not going to be backported to earlier versions.

      SERVER-91016 wrapped parts of the jstest in a clause where multiversion is false to avoid failures. Remove this clause when v9.0 becomes last-lts.
