Upgrade all existing rhel7.9 variants to run on 8.0

      We no longer support RHEL 7.x on master (seeĀ https://docs.google.com/spreadsheets/d/1-sZKW70HbVt2yHOWa18qwBwi-gBcn54tWmronnn89kI/edit#gid=0) upgrade all RHEL 7.x variants.

      This is currently blocking Bazel adoption, since there are no maintained RHEL 7.x docker containers we can use for remote execution. We previously were building on RHEL 8.x containers with RHEL 7.x, but there's a small difference in the glibc version between RHEL 7 & 8 that causes the intelrdfp library to break.
