Execute teardown hooks when sharded cluster is in stable state

      Over time we've observed a wide range of test-only issues caused by the lack of stability when executing teardown hooks (e.g. SERVER-74939, SERVER-76046, SERVER-89399). This ticket is aimed at finding a generic solution to make sure sharded clusters are in a "stable" state when checks are being performed after a test. This would avoid having to fix hook-specific issues that are usually solved by waiting for some background thread to stop.
