Skip jstests directory in codeowners for v7.0, v6.0, and v5.0

      Since SERVER-91094 all the backports to v7.0, v6.0, and v5.0 require the release team approval. 

       
      We're currently allowing backports to these three branches for the following:

      • test-only changes
      • fixes for serious issues
      • SSDLC work
      • Querystats

      Additional guidance for backporting a fix has been added to the Database SERVER Backports wiki
       
      To simplify the merge process for the test-only fixes "jstests" directory will be excluded from the list of PRs requiring approvals from the release team.
