Statically link OpenSSL on each platform; such OpenSSLs are already FIPS-capable and thus should work out of the box with the FIPS switch.
On Windows, we must build a FIPS-capable OpenSSL and link with that when we build the Enterprise package.
Note: No support for Ubuntu platform, as this platform does not provide a FIPS-capable OpenSSL package. All other Enterprise platforms are supported, including Windows.
