Multi Updates Should Not Be Coordinated for Unsharded Collections

      Currently, the pauseMigrationsDuringMultiUpdates cluster parameter will still coordinate multi writes for unsharded collections, which needlessly slows them down. This problem can be seen by the throughput for unsharded collections when the cluster parameter is off compared to when the cluster parameter is on. These should have similar scores for DocumentUpdater.
