Block downgrading from 8.0->7.X if time-series collections are present

      After SERVER-86511, which was done as part of SPM-3055, fully upgraded 8.0 binaries that have the FCV set to enable SPM-3055 can have v3 buckets present. If customers downgrade from 8.0 to earlier versions, queries on time-series collections can fail because older binaries do not recognize v3 buckets (more in SERVER-90808). 

      This check would block downgrading with an ManualInterventionRequired error code if a user tries to downgrade an 8.0 binary to 7.0 if any time-series collections are present.
