When executing certain operations that are subject to admission control, the operation will get admitted through ingress admission control, and then use the DBDirectClient to fetch the txnNumber. If there are not enough tickets (and the operation does not have a maxTimeMS configured), the operation will wait infinitely. This can get certain workloads stuck without making forward progress.
