Allow FLE2 range sparsity values up to 8

      Currently, the server only allows sparsity values between 1 and 4, inclusive. For types that have very large hypergraphs (e.g. decimal128), a sparsity of 4 may still not be enough to get decent performance. The crypto team has asked that we allow sparsity values up to 8.
