      Upgrading from win server 2019 to 2022 caused noPassthrough to start failing when running the normal number of concurrent tests. "enterprise-windows-all-feature-flags-required" already had a lowered concurrency multiplier, apply the same multiplier to the "enterprise-windows" variant

      SERVER-91466 tracks the effort to investigate the root cause for the performance degradation.
