Due to SERVER-91193, the value of the timeseriesBucketingParametersHaveChanged flag may be incorrect. During validation, we can detect if a bucket was created with the current bucketing parameters. If the parameters have changed, and the value of the flag does not reflect that, we should emit an error. If the flag matches, we should still consider emitting a warning or log message to signal that some buckets were created using different bucketing parameters.
