Port LDAP mongos health checker tests to use mock LDAP server

      The LDAP health checker tests currently rely on IP-based firewalls to simulate inaccessible LDAP servers. When external_auth tests are run in parallel, the firewall affects other LDAP tests from accessing the server and subsequently causes BFs.

      We should stop relying on this firewall and instead port them over to the mock LDAP server, which can mock delayed or completely nonexistent responses.
