improve handling of invalid WiredTiger config string passed to createIndexes

      The createIndexes command accepts an optional storage engine configuration string. We recently found that a malformed configuration string could cause the createIndexes command to fail with a "UnsupportedFormat: application metadata must be enclosed
      in parenthese" error. We should improve the configuration string checking to better detect invalid values and provide a clearer error message.
