We might have stale cached collection metadata locally on shards while already having reused the namespace for something else like a view. When we refresh the cached metadata and try to remove the stale entry, we try to acquire the lock on the namespace on secondaries. We should permit acquiring the lock on the views or the oplog application will fail and fassert.
