      Due to the nature/number of BFGs linked in https://jira.mongodb.org/browse/BF-33710, with many tests seeming to fail around conflicting operations causing unavailability and eventual timeout, the following transition intervals seem too conservative:

      TRANSITION_INTERVALS = [0, 1, 1, 1, 1, 3, 5, 10]
