Since SERVER-90776 re-enabled shard version checks as part of the create collection path, it is likely to create orphaned bucket collections even without stepdowns. This can cause a number of problems including the manifestation in BF-33833 which is an index consistency check failing.

Since this BF is causing a lot of redness, we should temporarily remove this test case until the problem is solved.
