make sure all bazel RBE build tasks (linux arm and x86) run on at least a large machine

      Recently we update the remote execution concurrency to support 800 jobs. However this requires a fair amount of memory for bazel to perform. small distros may not be able to support this level of concurrency. We should only build on large distros where applicable.
