Improve the error message to reflect NSS resolution errors

      Currently the error message only mentions the case where a collection has been dropped, but the NamespaceNotFound Error can also be reported if there were NSS resolution issues as seen in BF-34058 - the text of the error should be updated to reflect the failure to resolve the NSS successfully as well.
