The normalized index spec is sometimes applied when creating an index on an empty collection

      When doing SERVER-89689 after adding the default collation to timeseries collections, it was found that sometimes the source node in some shard merge tests don't apply the normalized index spec.

      We want to find where we are applying the normalized index spec because we are supposed to durably persist the validatedSpec.
