In some cases it may happen that some QSN plans cannot be cost-estimated. One likely reason for that may be that the estimates are very unreliable. In such cases CBR will select the best plan from all estimated plans, as well as all plans without estimates. All these must be passed to multi-planning to finalize plan selection.
