Retry moveChunk operation on hitting RSM host selection timeout

      In https://jira.mongodb.org/browse/BF-33723, the moveChunk operation may fail at times when the RSM host selection timeout expires before a writable primary is available. In such scenarios, the chunk migration operation can be retried and complete successfully.
