As part of the test we execute a replicaset restart on all shards. In the replicaset test executiion we implicitly wait for a primary to get chosen by performing a call to rst.getPrimary.

However, in the sharding version of the test we never wait until a primary is chosen for the shard, thus the test can fail if a primary hasn't yet been chosen by the time we call on mongos.
