I think it would be wise to create new src/mongo/db/commands/query and src/mongo/s/commands/query subdirectories and move the code to those directories. That way we can ascribe ownership of these entire directories to the query team, which will make it much harder to accidentally add a file with no ownership in the future.

It's not clear which query subteam should own these files, so I suggest we assign "@10gen/query" as the owner for now.
